Election 2003: Seven run for college-board seats
(August 20, 2003) Three more candidates signed up to run for three seats on the board of the local community college district during the extended filing period for the November election, which ended August 13.
State law requires a five-day extension to the candidate filing deadline when an incumbent does not run.
The elections with extended deadlines this year include those in the Los Trancos and Skyline county water districts, in the San Mateo County Community College District and for the Portola Valley Town Council.
With some exceptions, when the number of candidates running for a district board equals the number of open seats, state law requires the board to appoint the candidates to the seats, though the candidates are still considered elected, said San Mateo County Elections Manager David Tom.
College board
With the three new candidates, a total of seven are running for three open seats on the five-member board of the San Mateo County Community College District, which includes Canada College in Woodside, Skyline College in San Bruno and the College of San Mateo.
Incumbents Karen Schwarz and Patricia Miljanich are running to retain their seats. The new candidates are Dave Mandelkern, an education technologist; Van Ton Quinlivan, a teacher, parent and entrepreneur; Nylda Gemple, a retired healthcare administrator; Hien "Q" Kieu, a student administrative assistant; and Tullio "Til" Bertini, a retired administrator and educator.
The term of board trustee and Atherton resident Helen Hausman does not expire until 2005, to correct an implication in the August 13 issue of the Almanac that Ms. Hausman's term was expiring.
Water districts
Neither the Los Trancos nor the Skyline county water districts will hold elections in November.
Incumbent Stan Gage and engineer Charles Krenz were unopposed in their bids for the two four-year terms on the Los Trancos board. The filing deadline was extended because incumbent Bob Naidoff did not file.
In the Skyline district, one incumbent did not file but no challengers emerged during the extended filing period. Incumbent director Dan Cissell and candidate Barbara Rose, a grocery clerk, will begin their four-year terms in December.
Portola Valley
Although only two candidates are running for two open seats on the five-member Portola Valley Town Council, an election will be held. Because the November ballot includes the referendum asking voters to accept or reject the Town Council's zoning decision for the Nathhorst Triangle area, the names of the candidates for the council must also appear.
Running for the council are incumbent Councilman Ed Davis and Planning Commissioner Steve Toben.
The Almanac incorrectly stated in the August 13 issue that the candidates would be appointed.
Write-in candidates still must file candidacy papers with the election authority, but have a separate filing deadline of 14 days before the election, Mr. Tom said. For the November election, this deadline is October 21.
