Letter: Disheartened by conflict over high-speed rail

In September my partner and I will to travel to France for a cycling tour in Provence.

One of the things we are looking forward to is a ride on France's high-speed rail system, called the TGV, which will whisk us from Paris to Avignon, 400 miles in two hours and 40 minutes.

Here, we read about problems getting high-speed rail off the ground in California. I don't know which is more disheartening; that the United States has become the country that used to know how, having fallen behind Japan, France and Spain (Spain!), or that so many people here really want high-speed rail to fail.
