This tragedy is a direct result of a poor arrangement between the Sheriff's department and Highway Patrol splitting duties and poor County code/blight/health and safety enforcement. Since 2003, this area known as "the block" has had minimum of 4 shootings with 3 fatalites, at least 2 unsolved. The county will only enforce on a complaint basis. Gentrification won't happen until the area is incorporated into Redwood City or county takes an active role to clean up the abandoned vehicles, over crowding via non-code complying structures and simple enforcement. Gangs run rampant with impunity.

I hope the Police are looking into this very seriously. I hope they have done a run down on the telephone numbers in the boys cell phone. I have a teenager and this type of thing should touch the heart of every parent. This is unacceptable. If gang activity is rampant in this area, forget privacy, put cameras up.
