ECONOMY AND EFFICIENCY
Mr Stogner has campaigned tirelessly for more honest, efficient and responsive public safety during the past decade and a half. During his appearance in Pacifica, Mr. Stogner will propose a comprehensive performance auditing program that will be conducted under the auspices of the County Controller Tom Heuning. This performance audit program will include public safety (the largest consumer of your property tax dollar) and will extend to all county programs and activities. This program will cost no more than $1 million annually and promises to yield at least $10 million in annual general fund savings in return, every year. In short, Mr. Stogner will show why his friends, colleagues, competitors and adversaries call him "mac the knife".
San Mateo County is a 1938 Act County. As such San Mateo County can call the shots on how its pension plan is funded and structured. It is not beholden to CALPERS. As your County Supervisor, Mr. Stogner will take on the power of big labor. He will press for a two-tiered pension plan. This pension plan will abandon a defined benefit program in favor of a defined contribution program. In addition to saving money, this program will transfer risk from the County to those who stand most to gain from future pension benifits, that being the next generation of public employees.
IMPROVED SYSTEMS GOVERNANCE
Mr. Stogner know that one too many special districts yields one too many over paid and underworked executive level employees. If elected Mr. Stogner will reduce the number of director level public employees by 25% in San Mateo County. Mr. Stogner will accomplish this by the way business has done it, through mergers and consolidation. Mr. Stogner who has a long and distinguished business career, can appreciate as much as anybody that there are some business practices that can be applied to government.
As County Supervisor, Mr. Stogner will have an open door policy. He will reach out to those whom he is responsible for serving, his constituency to a level unprecedented in county government. Mr. Stogner's campaign is financed by small donations, donations in the amount of $5, $10 and $25, no more. He will always remember the ones who elected him, the common one. Mr. Stogner's campaign is not financed by big money. Mr. Stogner will take the principle of accessibility to the electorate by requiring every single County Department with 250 or more employees to have an ombudsperson, one who has a direct line to the offices of each County Supervirsor.
