FBI investigation in Atherton

Any update on the FBI investigation of Atherton's town government? It's been six months now and I've heard nothing. No subpoenas or search warrants. No reports of people being interviewed by G-men. John Johns, Michael Stogner, Peter Carpenter were among those who started this rumor. Now that it's looking like a hoax, they should be held accountable for passing false information. And the journalists who gullibly disseminated this unfounded report should explain themselves as well.

Do your homework - people have been interviewed and reported the same on this Forum and elsewhere.

I personally know 3 people who have been interviewed by the FBI, and I have offered to meet with them and they the FBI have refused to return my phone call and e-mail.

That update should hold you for awhile.

A criminal complaint against Lois English has been filed with the FBI for misappropriating US Postal Funds. A private citizen filed the complaint.

Why Wagstaffe or Guerra didn't notify the feds is something they'll have to explain one might expect.

And as the worm turns and the miller tells his tale, Carpenter, Stogner and Johns are possibly the last line of defense against a corrupt Atherton government. This investigation may likely last quite some time and I don't know who JT is, but reports are that Mr. Carpenter's federal security clearance is at the highest level. No lesser authority than Obama has been in Atherton recently and possibly green lighted the operation at that time and place. Remember, every sinner has a future and every saint has a past.

The remarks posted are primarily from those that still believe there is an investigation Menlo Voter even repeats Mr. Johns post from February 27th at 8:13 P.M. about "whistling past the graveyard" but no one offers any new facts.

I think it is reasonable to believe at this point that D.A. Wagstaffe was correct that this was nothing more than a "manufactured" story. For those that still think corruption is/was rampant in Atherton, Jerry Gruber was recently promoted to interim general manager of the Cambria Community Services District. While I have never met Mr. Gruber and have no opinion one way or the other about his service to the town, his resignation as Atherton city manager and all the negative posts on this forum seems to have had no impact on his abilities to move on to a new position that will ultimately lead to a larger compensation package than he had been receiving through the town of Atherton. While Mr. Gruber successfully moved on, I find it interesting that those that worked with him and cannot find work
continue to complain on this website as to how their life was ruined by their efforts to expose corruption after working for Atherton.

And JT... please repost your "Scully and Mulder" post from last February as it gives some needed levity to how ridiculous this story is since first posted by The Almanac.

I am still waiting for JT to supply this thread with the false statements he claims I have made.

I agree, would you please show us, what false information I Michael G. Stogner have passed on this subject.

Fact for the public: The FBI closed a 2 year Human Trafficking and Underaged Sex Slave Sting Operation in Las Vegas called Operation Dollhouse on April 21, 2007. The last two Johns detained were Sheriff Greg Munks and Under-Sheriff Carlos Bolanos.

Fact FBI is part of R.E.A.C.T. Task Force which used to be based at the Atherton Police Department.

Mr. Stogner, that's interesting re that task force. I knew there was a raid, etc., but had no idea about Munks link to the task force. What's the dealio? Sheesh, I remember him way back when he was at PAPD.

1. Peter Carpenter says people have been interviewed by the FBI, and he offers as proof statements made on this forum. How is that proof of anything? These are anonymous postings for the most part with no attempt by the Almanac to verify facts.

2. Michael Stogner complains the FBI won't return his phone calls or messages. I don't see how Stogner, who isn't even a resident of Atherton, is involved in this. He appears to be inserting himself in the situation, latching on to people who may be victims, and claiming to know secret things. He's one strange guy.

3. GMT says Obama "greenlighted" the FBI probe of Atherton. The president doesn't care. Trust me on that. Such an investigation, if one existed, would be way, way below the level of his authority.

4. GMT says Peter Carpenter has a high national security clearance. People with such clearances don't talk about their clearance status.

5. Mr. Stogner wants me to supply him with the false statements he has made. Exhibit A is his claim that the FBI is investigating Atherton town officials and the DA. There is simply no evidence of such an investigation. No subpoenas. No public case file. No search warrants. No indictments. And DA Wagstaffe says he has received no notification, subpoena or search warrant seeking information from his office. Don't you think that would have been one of the first places the FBI would have gone, before Wagstaffe could shred evidence?

No, this is all a hoax. Stogner, John Johns and Peter Carpenter are taking advantage of an FBI policy that says the FBI will not confirm or deny whether it is conducting an investigation. They know the FBI won't contradict them when they claim FBI agents are interviewing people in the community. It's a good con — use it to pressure the town to settle lawsuits in their favor. But eventually the public will figure out that there was no such investigation.

JT is accusing other people of perpetrating hoaxes?

He says that "Stogner, John Johns and Peter Carpenter" are using the FBI investigation "to pressure the town to settle lawsuits in their favor".

Stogner has never filed a lawsuit against Atherton. Neither has Peter Carpenter.

Johns' lawsuit has been settled.

I have never commented on my security clearances.
I know people who have been interviewed and I have not and would not post their names on this forum.

Despite numerous posts that have documented that the FBI investigation has extended well beyond the borders of Atherton, JT persists in believing that it is only limited to Atherton.

Not sure why you have such a vested interest in this investigation, JT. But rest assured it is ongoing.

My statement is 100% truthful and accurate. I would be willing to make this statement under oath if requested.

Also let me make this point clear, I was not complaining about the FBI not returning my call or e-mail, I was simply making a statement. I NEVER wanted to contact them in the first place.

Since JT is likely an APD officer, he has zero experience with complex, long term investigations. Nor is it likely he has any experience dealing with the FBI and how they conduct their business, so you folks should forgive him his ignorance. JT, it's happening, your wishing it away won't stop it.

This could be an ongoing investagation forever. If there is violations somewhere is shouldn't even take 6 months to find them. It is not like they are investigating the NYPD, this will die a slow death.

The investigation, or what I know of it, is not for Atherton alone.
Evidently, the incredible amount of information that covers more than city councils and traffic tickets or whatever the wise three mentioned, have little to do with the BIG money first and there supposedly billions which are secreted and hidden in TRUSTS, in offshore accounts, and places only the very rich and not so pure of thought as the regulars who post here. BUT, those people are more than likely going to be exposed to a plethora of private deals and misuse of taxpayers monies, which we KNOW has occured in the most picayune of areas.
Part of the reason cities and towns go bankrupt is when they find wrongdoers. The FBI investigations are very busy according many.

Another suggestion: while the FBI continues to investigate Steve Wagstaffe, anyone who believes that he or any of his prosecutors have committed prosecutorial misconduct are strongly urged to file a complaint with the California Bar. You don't have to be a resident of San Mateo or even California to file a complaint.

Since January, the Bar has received at least eight complaints from citizens concerning misconduct by three San Mateo prosecutors and DA Steve Wagstaffe.

Front page SF Chronicle story today states that the FBI has now taken over the probe into the Contra Costa police. The article also states that the probe has extended into other counties. Who knows? One of them might include San Mateo County.

Congratulations to both,

Contra Costa County District Attorney Mark Peterson and San Ramon Police Chief Scott Holder, They both support this investigation being taken over.

Peterson said "threats" had arisen as Contra Costa law enforcement agencies pursued the investigation,

He also wanted to avoid any perceived bias or conflict of interest in the investigation because three of the four men involved in the widening scandal were police officers.

Here is an interesting letter to the the editor from last Tuesdays PA Daily May 31st

POLICE STATE?
Dear editor: Cops and politics don't mix. I know--I was a cop, now retired, for 20 years.
Mountain View uses undercover police officers at city council meetings to monitor the behavior of citizens while at the same time police calls go unanswered. Police and police reports (see Mountain View case No. 10007155) are used to intimidate people who legally support a candidate other than an incumbent during an election.
Police are directed to "clarify" reports on Fair Political Practices Commission complaints against incumbents during an election (see case No.10007044) to effectively shut off any investigation whatsoever.
It is terribly unfair to use sworn police officers as private political troops, and the cops don't like it either. Donald Letcher, Mountain View

I think this is the same guy who wrote another letter a few months ago wishing that M.V. had it's own Peter Carpenter.
Anyway I have long believed that the pressures of carrots and sticks from money driven special interests and favors traded amongst the old boy's club, is what explains the mission creep that creates a culture ripe for everything from corruption to bad attitude in our own local PD and others. I marvel that the puppeteers who pull the APD's stings are not only above the law, but also any scrutiny. I know a lot of people who are disappointed in the Atheron Police Department--but no one ever calls out the powers that be in the back room to any account for manipulating them.
You could replace or outsource the entire police department --but nothing will change if the people that of themselves as "those of us who matter" are not reigned in and away from subverting a fair process for government to function.
I remember the example of Chief Brennen cornering the Finance Director Mr, Johns during his audit, and cautioning him to "back off or WE will turn you" because he was "making some very prominent and wealthy people very angry". We all watched as Chief Brennen followed through on his threat---but who ordered the hit and who else will these special people lean on when they next want special treatment? Brennen is long gone now, along with a most of the other puppets used in that particular scenario, but the forces that drove it remain and therefore so will this kind of subversion problem.
You say:Not a big deal??? Ancient History??
I say: Incredibly costly. Still having enormous impacts on both the current situation in Town, and everyone's future.

Thanks for the form......and information.
Those who are not worried either as attorneys or the "criminally active" clients, are going to be many.
They are govt. targets to put away and have been active for a long time......as for the "busts" being costly, the money retrieved from those who are guilty already know they are going to have to give back HUGE sums of money.
This is not local undercover cop work like the retired policeman speaks about. This is as close to being the West Coast version of the
Maid in Manhattan scandals but the guilty will not be sequestered in cushiony habitats like those NY rich foreigners.
Hard times is awaiting quite a few people who have been sweating bullets for over two years. This is mostly coming out of the City..
It is the subject of a lot of gossip of "locals" who maintain homes or apartments in S.F. or vice versa.
