All council members should need to document enough income to insure they will not need to rely on the regular exchange of political favors in order to sustain either their stomachs or their power base.
All council members show documentation that they have never at ant time lived in New Orleans or any place that has a political culture of "back room" ,"old boys club" ,or "winking the other way" police depts.
All council members should be required to exhibit that they have THEIR OWN HOUSE IN ORDER before they are allowed to pretend that they have anything to "constructive" to offer this town.

I think a more appropriate qualification should be the following;
Police reports, it should be required that council members not have a police records that would include, such offenses as DUI's domestic violence, and searches and seizures of their property, which only occurs whenever there is reason to show cause.
Medical examinations, council members should be physically fit and up for the job. The results of this exam should be made public. The President of the United States is required to that. Yes, I realize he's running a country, but your running a community within a country or at least pretending to.
Lastly, I think a psych profile should required. Council members should be physically and mentally fit for the job. Nothing worse than a handful of council people suffering from arrested development, such that a town has to put up with pettiness from adults who act like children. This for sure would be a great way to weed out unproductive types. Who's on board with this one?

If you get yourself in a jam in Atherton-don't ask your local councilmen for advice--they may hit you up for a loan if you appear to have gotten yourself over a pork barrel.
