Below is the text of an e-mail that I have sent to the City Clerk, City Manager and each member of the City Council and Chief Mike Guerra.
In short I have asked that the conduct of Ms. Lewis be placed on the agenda for April 21, 2010 or that another City Council meeting be held to discuss this matter.
I have also asked that Chief Guerra initiate a criminal investigation upon Ms. Lewis for assault, battery, petty theft and permit fraud.

Dear Mr. Gruber, Ms. Dela Santa, Chief Guerra, Madame Mayor and each member of the City Council.
Last wedensday evening I presented documentary evidence of criminal conduct on the part of Ms. Lewis and Mr. Marsala.
I presented five copies of this documentation, one for each member of the City Council. I placed them on the podium in front of Councilwoman Elizabeth Lewis. I gestured and spoke softly to Ms. Lewis. I asked that she take one and pass one along. Ms. Lewis did not acknowledge my gesture. Ms. Lewis did not glance in my direction. It seemed as though she was resolute in her denial of my very existence.
I was therefore surprised to learn after the fact that Ms. Lewis took the entire set of documents with the intention of keeping these to herself. Ms. Lewis was caught red handed. In addition to permit fraud, it appears as though Ms. Lewis is now guilty of assault, battery and petty theft.
To use the expression Dr. Sam Goodman did to refer to my discovery of illegal favors granted to Alan Carlson, Jim Janz and Charles Marsala, Ms. Lewis was caught with her "hand in the cookie jar".
To use the expression the poster "Just a Thought" on the Almanac News Town Square Forum, Ms. Lewis is trying to suppress the dissemination of information that is in the public interest.
Ms. Lewis will fail in her efforts to conceal her illegal activities. Even if she were to set fire to the building department. Even if the Building Department were to burn down, with all the records in it, it would not matter. This would be like closing the barn door after the horses have left.
There should, by the way be two sets of microfiche, one in the building department and the other at Holbrook Palmer Park. I have heard that a former building department employee never bothered to adhere to the requirement of off site storage of microfiche.
In any event, Ms. Lewis' efforts to conceal the truth are futile. I have records incriminating Ms. Lewis, Jon Buckheit has records incriminating Ms. Lewis' and now so do all of you.
I respectfully request that this matter be placed on the agenda for the April 21, 2010 City Council meeting or that another meeting be held.
Nothing is more important than the conduct of our elected officials.
As it relates to the ethical behavior we auditors have a saying "the tone is set at the top".
I also ask that Chief Guerra initiate a criminal investigation on Ms. Lewis for assault and battery, permit fraud, and petty theft.
I will, however, withdraw my complaint of petty theft if Ms. Lewis makes restitution. She may mail me a check in the amount of $8 to my home address, or she may make a donation in a similar amount to a charity of her choice along with a public apology.
