Our neighborhood has first hand experince with this. The county states over crowding is not an priority...so too many people living on one crowded lot...spill out into the street, tag walls, claim turf, deal drugs, etc. Crisis management is not the answer. Enforce the laws and health/safety codes already on the books. Once the housing is cleaned up, the gang members, like cockroaches...scatter. More street lights...less street thugs.
