All five members of the San Mateo County Community College District board served on a committee that met privately to run a political campaign for a $564 million bond measure that they put on the ballot.

Dave might also look into the financial dealings of the San Mateo County Community College Foundation, where Executive Director Stefani Scott is on the District payroll at $148,000/yr. The Foundation plunked down $64,260 of tax-exempt donations in the successful effort to ram a parcel tax down the taxpayer's throat! Contributions to political campaigns are not usually tax exempt. Was this an arms length transaction?
