Four Democratic Senators who voted no. Lowenthal, Simitian, DeSaulnier and Pavley,

�But regrettably, the only conclusion I can come to today is that this is the wrong plan in the wrong place at the wrong time. And I will be a �no� vote.�

To show you how flawed this project is, remember that Joe co-authored the original bill and supported it every single step of the way.

He now AGAINST it.
