She was appointed by the city of San Carlos to the LAFco committee, she was the only person out of the entire oversight group to not only notice and suspect expenditures from the mosquito district documents. It makes you wonder what the other oversight members were doing, we now know that General Manager Robert Gay hired Joanne Seeney without conducting a criminal or reference check, because of this common sense hiring practice not being applied she was able to embezzle $650,000 of tax payer money. Had he done the check he would have found she had been prosecuted in two different embezzlement cases.

Instead of being fired like most of us would have been, Mr. Gay had his contract extended and he was put on an Employee Improvement Plan, whatever that means.

Update. LAFCo a special district oversight commission near-unanimously agreed yesterday.

A few even questioned if the district’s 21-member governing board and general manager shouldn’t also be replaced.

They should keep Betsy Shneider that's for sure.
