Why does he need $2500 / mo if he lives rent free in the Atherton town provided house. Doesn't he have expense now that he has to cover?

Does he get a pension already from his 20 years of service? What does

"Retirement benefits fall under CalPERS" mean. Does he already get a pension and Atherton is adding to his pension when he leaves the town or is Atherton off the hook from adding to the pension build up?
