My neighbors are building an addition to their house that looks odd to me - it's very close to the edge of their property. It seems to me that it's unlikely that it's consistent with Menlo Park's regulations regarding home additions.
Is there a way for me to search the City database of Use Permits to find out whether my neighbors are doing this with a permit (i.e. legally)?

The city doesn't list a database of all permit applications on its Web site. The only use permit requests that are listed online are those that require action by the Planning Commission.
More standard building permits are not listed, but you can find out that information by calling the Building Department at 330-6704. Just give staff an address, and they can tell you whether someone at that address has applied for, and/or obtained, a permit.
