Grafitti in Menlo Park

Is anyone as offeded as I am by the grafitti that appears in our parks, on the sides of buildings, etc.? The grafitti on the side of the Dutch Goose, etc. appears to be some sort of gang sign? Marking territory? Do we need stronger laws and city/county funds to clean up this blight as soon as it appears?
