I might be missing something in the math here. I think the article reported that they plan to spend $11M with the goal of increasing bike riders from .7% of total metro riders to 3.5% of metro riders. Does not seem too make financial sense to me, since they will likely still need to spend the $30-40M on parking spaces for the vast majority of riders.
