Late donations poured in for bond measure

Update and correction. In the two weeks before and one week after the Nov. 8 election, corporate donors gave $68,500 to promote Measure H, a $564 million bond measure for the San Mateo County Community College District.

Kudos to the Almanac for staying on top of this issue!

Sounds like the Measure H campaign not only was late in filing this campaign report, but failed to file late contribution reports (FPPC Form 497)

"A late contribution is a monetary or nonmonetary

contribution, including a loan, or a combination of

monetary and nonmonetary contributions and loans,

that:

• Totals $1,000 or more from a single source that is

made to or received by a candidate, a controlled

committee, or a committee primarily formed to

support or oppose a candidate(s) or measure(s);

and

• Is made or received during the 16 days

immediately preceding the election in which the

recipient candidate or measure is to be voted on.

(Gov. Code section 82036.)"

Also, since they have filed an FPPC 410 termination report they must disclose where the left over assets were distributed.

Correction: In an earlier online version of this story, the Almanac reported that donations made during the two weeks prior to the Measure H election were not disclosed to the public until after the election.

The Almanac subsequently discovered that the campaign committee for the Measure H, called the Citizens for Support of Community Colleges in San Mateo County, had filed before the election forms 497 with the San Mateo County Elections Office, reporting contributions made during that two-week period.

On Nov. 2 2011 I received an e-mail from Megan Krat of San Mateo County Election in respone to my request: "Megan, have there been any late contribution filings for Measure H (College Bond) that you can e-mail to me?"

There were NO 495's mentioned in her response.

Correction, there were NO 497's in her respone.
