After spending several years tightening up restrictions on basement construction, the Atherton City Council is loosening the town's rules to allow basements up to 130 percent of the first floor area and to permit basements under accessory structures.

So how do substantially larger basements and substantially larger house, help address climate change? Or do folks in Atherton really care?
According to San Mateo County statistics, the wealthiest communities are actually increasing green house gases over time. Clearly that's not from commercial enterprises because Atherton and Hillsborough have virtually none. Are their residents just buying their way out of it?
