This settlement is a slight slap on the hand to a corporation like Walgreens. It comes to slightly under $400,000 for each county. If a really painful amount had been assessed, think of the message sent not just to Walgreens, but to other corporations who are also careless of the environment or our private information. I'm glad Walgreens has now reformed, but what prevented their being responsible citizens without judicial requirements. After all, hasn't the Supreme Court told us that corporations are "individuals"? What nonsense.
