Fields and tax propositions at odds

Measure J, if approved by voters and implemented by the next Menlo Park City Council, approves spending millions to develop sports fields on Bayfront Park, perhaps as much as $17 million, according to Callander Associates, and maintenance costs will be higher than for other fields.
Measure K, on the other hand, tells voters that our city's budget is in trouble and we should implement a utility tax in order to stay in the black.
To quote Dickens, "Mr Micawber: Annual income 20 pounds, annual expenditure 19 pounds, 19 and six. Result happiness. Annual income 20 pounds, annual expenditure 20 pounds, 0 and six. Result misery."
How hard is the math? Please vote No on J to ensure "result happiness."
