Reward offered in cat-drowning case

"The Peninsula Humane Society is now offering a $2,500 reward for information leading to an arrest and conviction in an animal cruelty case."
"The PHS was initially offering a $1,000 reward to help find the person responsible for the crime.
A resident who learned of the incident pledged to give an additional $250 to the reward this morning and the owner of the Swingin' Door Pub in San Mateo offered an additional $1,000, bringing the reward to $2,250"
$2,250 or $2,500?
If $2,500, where is the other $250 coming from, please?

It will come from other PITOWNERS, like the one that killed my cat who was pregnant with 9 babies.

Something is wrong here. Why has this cat not reported reported as missing by its owners? The Humane Society is the first place I would report my declawed cat with no ID -- I would be worried sick. Could it be this aging cat was sick and this was the solution? Very sad thought but hard to believe there is no clue to whom it belonged. :(
