The development agreement should be modified to allow the construction of the offices before the hotel.
Mr Bohannon, having made a good faith effort, shouldn't be held hostage by this.
Menlo Park is not benefitting either. When modifying the agreement some benefit for the City can be included.

The development agreement absolutely should NOT be modified. The hotel component is the only real benefit to the city in the entire project. Allowing the offices to be built ahead of teh hotel is handing Bohannon teh keys to the kingdom. There will be zero reason for him to build it once he has offices built.
One has to wonder if this was his intentions all along.
Sorry, he agreed to it. He needs to abide by it.

Too bad our city didn't have the same foresight with the Stanford properties.
One million square feet new office space = greater requirement for new housing. Where will we put it all? At least the hotel will provide some benefit, and I'm sure Bo can find a way to economize. $450,000/room seems excessive.
If the council starts caving to every rich whiner, we will all be in trouble!
