So, ~25% of the workers money has been stolen, and now, we, the workers get to replace it. And NO ONE will go to jail.

I don't think it was "stolen". It wasn't there in the first place due to CalPERS collecting insufficient funds to properly fund the pension fund. Not stealing, more like incompetance.
