Should Menlo Park levy a utility tax?

First, Menlo Park had a deficit and we desperately needed money. Now, we have a surplus. Perhaps the new council will direct the city manager's office to come up with reliable financial figures & projections.
Imposing a tax is a serious step that should be taken only when truly necessary. We already have parcel taxes for the schools, county sales tax, state & federal taxes.
I would prefer that the new council work out its plan for El Camino and encourage new businesses that will increase our commercial tax base while respecting environmental concerns. Let's keep the big picture in mind.
