Does MP need a buzzer -- or gong -- to limit the length of remarks by council members?

Menlo Park council members think their meetings are running too long, and many in the public would agree. But the council has decided that a solution is to use a buzzer that will sound whenever speakers from the public exceed their three-minute limit. Who thinks that some council members themselves need the buzzer -- or a gong -- even more than the public? Are any council members in particular abusing their right to filibuster?
