The three weeks ending with the New Year holiday proved a gantlet for drunken drivers passing through Menlo Park and Atherton this time around, with the police departments in both towns finishing in the top 10 for arrests made among the 23 law enforcement agencies in San Mateo County.

The Menlo Park Police Department came in second with 42 arrests, an increase of 91 percent over last year's total of 22, said Jan Ford, spokeswoman for the annual "Avoid the 23" campaign. First place was taken by the California Highway Patrol with 133 arrests on the freeways.

The Atherton Police Department took sixth place with 30 arrests, slightly higher than last year's total of 28.

Ms. Ford said 512 drivers were arrested for drunken driving in the county this year, the highest catch in 13 years.
