Q. I have neighbors who have a car alarm. Sometimes the alarm goes off when a neighborhood cat jumps on the hood. This is fine when the car owners are home to turn off the alarm, but sometimes they aren't. Any recourse?

A. The vehicle code permits the removal of any vehicle, on private or public property, where the alarm is either constant or intermittent. I would, of course, suggest leaving a note informing your neighbors of the situation; they actually may not be aware of the problem.
