Five architectural-team finalists have been picked from among 10 that applied to run the design phase of a project to build a new town office complex -- including administrative offices, the library and a multi-use room -- at Town Center in Portola Valley.

A committee composed of councilmen Steve Toben and Ted Driscoll, Town Engineer Howard Young and Town Administrator Angela Howard narrowed the list to five in a two-hour meeting on March 30.

The Town Council will choose a winner at a special 7 p.m. meeting on April 7 in the Historic Schoolhouse at 765 Portola Road. The council moved the meeting's start time from 7: 30 p.m. to allow a half hour for each candidate to make a brief presentation and answer questions, said Councilman Driscoll.

The architectural team chosen by the council will oversee a design process -- called a "charrette" -- that brings together a group of design professionals who, over four days and evenings in June, will collaborate with interested members of the public to create a master plan, phase-by-phase diagrams, cost analyses and images of the buildings, all to be shown publicly at an open house.

The council's choice will be based on "their ability to convince us" that they can build an environmentally friendly building using a charrette process in a seismically sensitive location, Mr. Driscoll said.
