Talk: State propositions on local funding
(September 15, 2004) Two propositions with serious consequences for local government funding are on the November ballot, and the debate surrounding them have proven to be confusing and controversial.
The League of Women Voters of South San Mateo County is inviting voters to hear a discussion on the details and ramifications of propositions 65 and 1A at a continental brunch on Saturday, September 18, from 9:30 to 11:30 a.m. at 75 Tuscaloosa Avenue in Atherton.
The speaker will be Stephen Levy, director for the Center for Continuing Study of the California Economy.
Proposition 65 was placed on the ballot by a coalition of local governments from throughout the state to try to control the amount of tax revenue the state could withhold from cities, counties and special districts. It was the result of several years of state "take-aways" that left local governments scrambling to balance their budgets and continue services.
Proposition 1A was the result of an agreement reached in May between the governor and the local-government coalition -- a compromise applauded by many but criticized by some who think it won't give local governments the protection they need.
