The annual changing of officers and members at San Mateo County's three transportation agencies can sometimes seem like a game of musical chairs.

Although three seats changed on the three interlocking boards, only two people left and two people joined.

Former Supervisor Mike Nevin stayed on the board of SamTrans -- which runs the county's bus and shuttle systems -- by shifting from the Board of Supervisors' seat to a public member seat. When he left the Board of Supervisors after 12 years because of term limits, public member Al Teglia, also of Daly City, stepped down from the SamTrans board. Mr. Nevin was elected to his seat by the rest of the SamTrans board.

By staying on the board of SamTrans, Mr. Nevin was able to remain on the Caltrain board, governing the three-county agency that runs the Peninsula commuter railroad. He was elected president of the Caltrain board January 6.

Incoming Supervisor Adrienne Tissier, also of Daly City, was elected by the county supervisors to succeed Mr. Nevin on the SamTrans board by a 3-2 vote.

Redwood City Councilwoman Rosanne Fouste is the only other new member on the three boards. She succeeded freshman assemblyman -- and former Redwood City councilman -- Ira Ruskin on the board of the San Mateo County Transportation Authority, which doles out money from the county's Measure A transportation sales tax to road and transit projects throughout the county.
New officers

All three transportation agencies have elected new officers for the coming year.

Supervisor Jerry Hill will head the nine-member SamTrans board, with Redwood City Councilman Jim Hartnett as vice chair.

Mr. Nevin follows former Santa Clara City Councilman John McLemore as president of the Caltrain board. San Jose City Councilman Ken Yeager is vice chair.

San Mateo County Supervisor Mark Church was re-elected chair of the Transportation Authority January 6, and San Mateo Councilman John Lee was re-elected vice chair of the seven-member board.
