The Woodside Town Council on Tuesday (Sept. 26) unanimously approved a proposal by Town Manager Kevin Bryant to make changes to two Town Hall staff positions that are expected to cut salary expenses by about $70,000 a year.

Two recent retirements – the deputy town engineer and the senior administrative technician – led to a staffing review and two recommendations in a report by Mr. Bryant:

• That the administrative technician position be redefined as an accounts payable specialist, with less direct financial responsibility and a $15,000 reduction in salary.

• That the deputy engineering position be eliminated and replaced by an additional maintenance worker position. The change would reduce annual salary costs by $55,000.

The town budgeted $2.25 million for salaries (in a budget of $11 million) for the fiscal year that began in July. Other employee-related expenses, such as health care and retirement benefits, added another $981,000 to compensation costs.

The two retirements represented a chance to “look at these opportunities to evaluate the way we are organized to see if we can do it smarter, more efficiently,” Mr. Bryant told the council before they voted on the matter.

The public works and maintenance changes will put more money into “boots on the ground,” he said, as opposed to managing the boots on the ground.

Work that requires the expertise of a professional engineer is best done by contract, he added.
