The women, 35 and 18, were booked on suspicion of second-degree robbery and conspiracy to commit a crime. Both had been named in arrest warrants out of Solano County, the 35-year-old for grand theft, false identification and a probation violation, and the 18 year-old for robbery, police said.
Police booked the man, 24, on the same robbery and conspiracy charges as the women and added resisting or obstructing arrest.
Officers said they were responding to a report that three suspicious individuals were "possibly attempting" to steal baby formula and champagne.
Police detained the two women. The man ran off, but was caught after a short pursuit on foot, police said.
