Does MP need a buzzer -- or gong -- to limit the length of remarks by council members?

I'm beginning to think that nothing this council does will be "right" in the minds of some people. When the meetings go on for four or more hours, the mayor is criticized for not keeping things under control. When the council tries to put a limit on comments to make sure the meetings don't go on all night, it's mocked.
As to the question of whether certain council members talk for too long, can't we just give these folks a break? There are three brand new council members acquiring their sea legs. Fergusson and Cohen were muzzled by their imperious former colleagues' disdain and rudeness for two years, so they too need to find their equilibrium now that they are in a new arena of openness.
My patience, too, is finite, but I say let's give these folks at least a couple more months of a honeymoon.

I agree that Cohen and Ferguson should be given some slack to get their "Sea Legs." I also excpcet them to DO THEIR HOMEWORK. The needless ramblings and questions clearly shows that they haven't done just that. On and on, they're making a movie called "Slower and Slower." You were elected -Cohen and Ferguson-because of what you said you would do. Now, DO YOUR HOMEOWRK, come prepared with salient questions to the issue get moving. Trust me we are not all sitting there for hours just for the pleasure of your company.
