A motion sensor inside the buildings attached to the response system of the Town's security patrol would more effective than lighting to detect crime. The argument that lighting would have deterred criminals is not supported by facts if it was an inside job. The Town's failure to secure a site properly with available does not justify a knee jerk lighting of the Town Center at night.
