a resident of Menlo Park: Downtown

I'm really amazed at the first item in the Accidents Report where a 26 year old female pedestrian was struck in the crosswalk on Santa Cruz Ave. at University in downtown Menlo by a woman driving a Honda Oddessy. The pedestrian was thrown against the windshield and then fell to the ground with minor cuts and bruises. What is so unbelievable to me is not that a pedestrian was struck in a crosswalk - I'm very careful when walking downtown and have had many near misses by drivers blowing through stop signs without looking - but that the driver was not even cited simply because she said she didn't see the pedestrian. Are you kidding me??? She wasn't even cited??? A couple of months ago I was pulled over on University Drive simply for honking my horn at a woman who stopped suddenly without using her turn signal. It seems to me that a driver hitting a pedestrian in a crosswalk should have at least been cited for reckless driving. Unbelievable.
