Will the beautiful Pulgas Water Temple be accessible to all visitors in normal daytime hours? All of my children used to visit. I would like to bring my grandchildren.

According to the San Francisco Public Utilities Commission:

The Pulgas Water Temple grounds and parking lot are open Monday to Friday, 9 to 4. The pedestrian gate and grounds are open on Saturday and Sunday, 9 to 4. The parking lot area and grounds can be utilized for special events with a reservation.

The parking lot is closed on weekends, but you can still walk or bike there. Sunday is "Bicycle Sunday" on Canada Road, so that is a great time to visit by bicycle.
