I also think that this is more dangerous for bicyclists as cars are going to cross the solid line anyways in order to bypass the back-up for the stop light. At least when the line was dashed, cyclists knew what to expect....

I shared this comment with the town of Atherton and they have offered this response:
The striping plan for this intersection was done by a state licensed traffic engineering firm. The striping is being installed as per plan.
Licensed traffic engineers use research, test information, traffic counts and other empirical data to come up with solutions to these types of non-standard intersection challenges, and their solutions should be followed through to the letter. We actually installed this intersection striping in paint last year and have been “testing” it out for about 9 months, with no adverse problems reported.
Our Town engineer will ascertain the striping has been installed exactly as designed prior to payment of our striper.

Talked with David at the Town Hall. Seems to be a striping mistake and they are going to re-do that part to include the merging lane. As they haven't finished with the project yet, this will be a part that gets fixed down the road.
