Decision on Caltrain $647 million FTA Grant Deferred

The FTA in a letter dated Feb 17 addressed to Caltrain CEO Jim Hartnett, announced it has deferred a decision to approve Caltrain’s application for a FFGA, which was to fund its modernization program.

Caltrain, was pushing hard to get an approval decision by the end of Feb. so it could tell vendors to go full speed ahead with the project. This will not happen. At the very least, Caltrain is now put in the awkward position of having to re-negotiate contracts, which it has admitted will increase the cost of the project.

The big question is why Caltrain last year ever signed contracts when not only the FTA grant was not secured, but also the funding from the High Speed Rail Authority was going to be litigated.
