Deputy looking at a steep climb in running for sheriff

Deputy Mark Melville of the county Sheriff's Office is on a road less traveled. In the June 5 election, he's running for an elective office in which challengers are rare: the election for county sheriff.

Thanks to Dave Boyce for mentioning a little information about OPERATION DOLLHOUSE.
Undersheriff Carlos G. Bolanos stated he was in the limo when the F.B.I. and 4 other law enforcement agencies raided the illegal brothel residence. Two Las Vegas Police officers Lt. Karen Hughes and Officer Bill Cassell place Carlos G. Bolanos inside the illegal brothel.

I have no idea with The Almanac wants to promote this fantasy story, when his sister paper got it right from the get go.

Munks said at the time that they went to that location for massages. The location was not one where licensed masseurs/masseuses would operate - run down & seedy house in a seedy neighborhood. There are massage services readily available by appointment through hotels & gyms in town. At the time, I asked a relative who works in law enforcement in LV if this could have been an innocent mistake. The answer was "No." Lack of any action toward SMC's personnel was a "professional courtesy."

I would say Mr.Bolanos is really good at talking the talk, but terrible at walking the walk. How can he be transparent when he keeps changing the subject and not actually answering the question asked? For example, I saw him speak at a candidate forum and two questions were asked of him about questionable topics (his involvement in the Vegas brothel and the issue where under his leadership where an officer failed to act on a tip off on a teacher having a relationship with a student). He sort of answered the officer question but completely dodged the question about Vegas and changed the topic. We know he was there, but he said he felt it wasn't something to be discussed in a public forum. There's a major disconnect here. He can say what he wants, claim credit on social media for the successes of the hardworking staff on the streets, but now I see two instances where he's done the exact opposite of what he's said. That's not a candidate that demonstrates integrity at all.

Stand up and address the controversial issues if you claim you're transparent and don't say you support ending human trafficking when you were detained in a brothel with illegal workers.

So are the two Half Moon Bay Council members and the activist who rescinded their endorsements of Bolanos going to endorse Melville? Not sure what the point is if they’re not then backing Melville. What is Melville doing to secure endorsements? What are citizens doing to voice their displeasure to elected officials about the Bolanos endorsements?

How Important are Endorsements anyhow, lets look at a couple District Attorney Steve Wagstaffe who authored the famous "To Those Who Matter." e-mail of condolences about 4 hours before any of the 800,000 residents of the County ever heard word one about Operation Dollhouse. So that kind of discounts the value of an honest endorsement, Now lets look at Sen. Jerry Hill who was in Las Vegas that same weekend and he refused to investigate or fire Carlos Bolanos. Next Rich Gordon also refuse to investigate or Fire Bolanos

So now that the public is finding out that Carlos Bolanos was in fact Inside the residence when he was handcuffed and in a lineup outside. Did he and his boss/friend supply their proper identification to the law enforcement officers? Were the two them transported to LVMDP and placed downstairs? Did two other San Mateo County Sheriff Office Officers go to the LVMPD to get them out? Were they promoted?

That's a few questions Carlos can answer or avoid.

Jackie Speier and Anna Eshoo demanded that the Supervisors investigate the Operation Dollhouse incident back in 2008, but now they've gone radio silent. How come? At least they haven't endorsed Bolanos, but still, in this #metoo era, they need to speak out.

Endorsement Missing

Ashely Bolanos daughter of Carlos Bolanos she was the second child of his to be hired by Ed Wood. She works at 911 dispatch, the other Mike Bolanos was hired by Ed Wood at Burlingame Police Department.

Carlos Bolanos created a third Assistant Sheriff position for Ed Wood. He had never been a Sheriff Officer before that,

The Almanac should inquire to see if Ed Wood was on Administrative Leave from 911 when he was hired?

Regarding Jackie Speier and Anna Eshoo...i wrote to both of them and called. Going to keep calling. My thought is that they need the community to overwhelm them (it's also an election cycle for them I believe)...they need the fire lit from us to take action. Instead of questioning, let's take action. I'm writing again and calling again!

Kelse650: women voters should organize in San Mateo County on this matter. Someone should draft a letter and have women sign , and give to Speier and Board Supervisors and press. There is no excuse in this #metoo era for Bolanos, with his history to be endorsed and elected.

I've read the article and I'm a whole lot confused. The current sheriff, states that "We do a very good job at Transparency."In addition, the sheriff states, "We strive to be very Transparent," and

"ask any question or inquire about any system or policy and we'll respond if we have it." Yet, when Mr. Boyce asked the sheriff to comment on being detained by the FBI in connection with illegal brothels, The sheriff REFUSED to comment, stating that he was concentrating on running the sheriff's office and his qualifications to be sheriff. The first and most important qualification to be sheriff is INTEGRITY. The second is TRUTHFULNESS. Also, what happened to #3, TRANSPARENT? You, Mr. Bolanos have failed the sheriff's office and the good people of San Mateo County. This is a true black eye on the County.

Sheriff Bolanos may have the endorsement of many politicians that look at the Sheriff's Office from the outside and feel that Bolanos is doing an adequate job. But I can assure you after having conversations with friends of mine that work within the Sheriff's Office not all of his employees feel the same way. However, for obvious reasons....specifically job security, you probably won't find many willing to speak out.
The point I am trying to make is that every voter should take the time to read and educate themselves about each of the candidates before making their decision. As some have said....San Mateo County politics are deeply rooted in the "good Ole boy" network and this is our chance as voters to make a difference.

Not Don Horsley, Warren Slocum Adrienne Tissier, John Maltbie & John Beiers.

The residents get to ask Carlos Bolanos any question they want answered, not the questions he feels like answering.

It is not a shot in the dark, I never write about anything I'm not sure of. Start asking the patrol officers that question and just watch the responses it started in 2008.

San Mateo County sheriff's good ole boy office sounds like something out of Alabama, circa 1954.

Where is Supervisor Dave Pine in all of this? Hard to believe he would fall lock step in with rest of sheeple Supervisors.

Citizens: Keep calling and emailing Jackie Speier and Anna Eshoo, as Kelse650 suggested.

And Timesup is interested in hearing about incidents of sexual harassment in the workplace.

Politicians. Party before country or in this case county. These politicians are endorsing Bolanos because that is what their democratic party handlers are telling them to do. Also, in this state and especially this area, god forbid, anyone vote for someone that's not a democrat. Hence, the sheeple voted for Munks after he was arrested in a whore house featuring under age girls. Yes, GIRLS.

And the board of stupidvisors did ABSOLUTELY NOTHING to discipline Munks or Bolanos for being caught in a whore house featuring under age girls. Yes, GIRLS. Such political courage is awe inspiring.

And our glorious corrupt DA, Wagstaffe, emailed Munks telling him that to "those that matter" this was no big deal. That's right, "those that matter" are clearly NOT the voters and citizens of San Mateo County.

San Mateo County, the most corrupt county in California.

I'm working to reach out to women's organizations to get them involved or at least informed about the importance of this election. Every voice matters and since Mr. Bolanos has had the connections to cover up his actions and keep them quiet, it's up to us to spread the word and do the work to get as many people as informed and motivated to participate in this election.

I'm not sure the average resident has any idea that the Sheriff has direct effect on their life. They'll probably go to their ballot and think: "well, I've not had any significant run ins or situations where it's been bad, so I guess the guy that's there is fine" and they check the box for incumbent.

I've lived here since 2009 and heard nothing about Bolanos/Munks in Vegas. I think he's riding on people not knowing and the county not being informed. The more of us that show interest in bringing incidents under Bolanos' leadership to light, the more likely we reach more people and at least let them know that his track record is questionable and there's the potential for an outsider with different experience whose seen a lot of different things bring in a fresh perspective.

Kelsea650: Roseanne Barr has been very vocal about sex trafficking, and has been Tweeting about it on the last two days. Just Tweeted to her about the San Mateo race between Bolanos and Melville and asked her to support Melville.

Melville campaign needs to go on Twitter and get this race known, nationally. Forget about the local press for now.

It is so very disappointing to hear about the inner workings of the sheriff's office. I have spoken with several sheriff's office employees and am sad to say all are counting their years until they can retire. These are proud people, with integrity, but if you are not in the "in crowd" and don't "suck-up" you will never move ahead. What I have been told is, promotions have not been based on experience or seniority, not in many years. In fact, since Bolonos has been in office, it has been a "pay to play" environment, meaning if you test for a promotional exam and you haven't given to the Bolanos campaign you do not stand the same chance (regardless of experience or seniority) as those that have given money and their name for the "endorsments".

As Mr. Stogner mentioned about the retaliation at the sheriff's office, I have been told it's alive and well. Does anyone really believe for a second that not one sheriff's office employee has endorsed Mark Melville or even given him a donation for his campaign? It is100 percent because of retaliation.

According to my sources the under sheriff, Trisha Sanchez's husband, retired sheriff's office Lieutenant Thomas Maloney, has been "mentoring" individuals for the sheriff's office sergeant's promotional exam for several years. He charges several hundred dollars for his "services". Once again if you do not "pay to play" and pay for Thomas Maloney's "services" you will not be afforded the same opportunities to promote. This is a total conflict of interest being that under sheriff Trisha Sanchez has control and input on these promotions.

If you check his website, like I have you will see that Thomas Maloney has been contracted to complete projects that his wife is in charge of distributing funds for.

This actually happened back when Supervisor Don Horsley was the San Mateo County Sheriff and Munks was the under sheriff. However, this kind of behavior goes towards the "good ole boy" network and these people sticking together and protecting each other. Oh and to the whole Carlos Bolonos endorsement list.

I was utterly disgusted and sick to my stomach after hearing this. Two deputies were on patrol and made a bet with each other. One deputy told the other deputy that he would buy him a coffee if he urinated on a concrete roadside memorial. The roadside memorial, located on the San Mateo coast, was that of a small girl that had been killed in an automobile accident. The one deputy took the other up on the bet and urinated on the memorial of this innocent child.

This deputy has since been promoted to a training officer, "training and mentoring" new deputies and also promoted to a detective. What is going on in this department?

As I said prior I have spoken to a few employees and also learned that in the "new" jail, the one on Maple Street, that the correctional officers and deputies have a hard time getting breaks. Even bathroom breaks are an issue, let alone a lunch break. This is due to poor hiring practices, thus lack of personnel.

This has become such a problem that many females are getting BLADDER INFECTIONS from being unable to get someone to relieve them so that they could use a restroom. What century are we living in? This is BARBARIC!

How can this be happening in San Mateo County. Is this the way the Sheriff's has been operating? Someone needs to stop this runaway train before it crashes.

If true, the incidents I have listed, in addition to what the other readers have posted indicate that Bolonos is not fit to run the Sheriff's Office. In addition, to Operation Dollhouse, Bolonos appears to be a bully in his own domain, and won't stop at anything to keep his job. We, the residents of San Mateo County, need to STOP him, and STOP HIM NOW.

A young woman in her twenties who was sexually harassed by her boss, the much older Ed Wood, in the San Mateo County 911 office has published an essay about the harassment and about San Mateo County's failure to not only properly investigate the harassment, but to promote Ed Wood to assistant sheriff. Who made Ed Wood Assistant Sheriff? Carlos Bolanos.

Very sad essay. Do the Board of Supervisors know that one of the assistant sheriff's in the San Mateo Sheriff's office had been under investigation for sexual harassment?

Thank you for the information, SMCODiIRT . I am taking a screen shot of it in case Almanac deletes it. Several years ago, a female deputy sheriff sent a document to a victim's advocate about the abuses by employees of San Mateo Sheriff's office. All of the San Mateo press were given a copy, including the Almanac , as well as Board Supervisors, like Dave Pine. Some of most egregious abuses alleged: deputies were viewing pornography on their office computers, including some fairly high ranking officers. One of the porn videos it is alleged they were viewing is absolutely horrifying. This should not ever be tolerated now more than ever in this #metoo and #timesup era
It would be more of the same under Bolanos.

It would be far less of a "steep climb" for Mark Melville if the Bay Area media would do its job and hold Sheriff Bolanos's feet to the fire and ask him some tough questions. I know his stock response - as well as his cronies'- is to say it happened 11 years ago, so, so what.. But most of the #metoo incidents that have been reported since New York Times broke the Weinstein story happened decades ago ago.

It is my understanding that San Mateo Supervisor candidate Dan Stegink- running against Don Horsley- has made some strong criticisms to reporters about Bolanos, and yet somehow his statements on this matter almost never make it into the papers. The time has come for reporters to get tough on Bolanos - and Horsley for defending him

Since the wrongdoings within the Sheriff's Office have started to surface, it seems that more and more department employee's want to come forward and speak about and incident they are painfully aware of. The following are a few more such incidents the people of San Mateo need to be made aware of.

Within the past 6 months or so, two individuals who were employed (now recently retired) with the sheriff's department did construction work on the side. These two individuals were asked by a female Lieutenant if they could remodel one of the sheriff's sub stations. She told them she would compensate both of them 60 hours of overtime pay every two weeks, without actually have to work a minute of overtime in their assigned classifications. In return, they would contract for workers and oversee their work product to remodel a sheriff's satellite work site. Is this not a felony type crime, misappropriation of County funds? Mr. Wagstaff could you weigh in on this? However, in typical "good ole boy" fashion this Lieutenant was promoted to Captain! Does this sound familiar, remember Edward Wood, running the communications division commits sexual harassment and then is promoted to assistant sheriff! Both of these incidents were under the watch full eye of none other than Carlos Bolanos. When is this going to stop? I'm both amazed and thank full this type of information and wrong doings' are finally beginning to come out! I could only imagine the amount of like incidents, illegal of course the citizens of San Mateo County haven't heard.

Under the regime of Don Horsley and Greg Munks, a captain was demoted to sergeant for basically stocking a female employee. The demotion was the punishment, with a caveat, that he could promote back up, but never to a higher rank than female he harassed. The female victim ended up retiring as a Lieutenant and the sergeant was able to promote up to the rank of Lieutenant and then retired a couple of years later. Many feel this now Lieutenant should have been fired, but NO.

Another Bolonos supporter, a retired police chief from the South San Francisco police department, at the time of OPERATION DOLLHOUSE was the president of the San Mateo County Chief's Association. His wife, just happened to be a dispatcher with the county. This Police Chief, like DA Wagstaff backed then Sheriff, Greg Munks and Undersheriff Carlos Bolanos during the Operation Dollhouse aftermath. This Chief's wife was shortly thereafter was hired at the sheriff's office as a deputy. With only a short period of time as a deputy, she rose quickly to the rank of sergeant. Then within a few years took a medical retirement from the county. If I'm not mistaken, this Chief is currently hired as a private contractor with the county to do law enforcement background investigations.

As you can see, the system in place takes care of those who take care of them, Horsley, Munks, and Bolanos. If there is true transparency within the Sheriff's Office, maybe Bolanos might want to address these issues, but I'm thinking not..

Recently Bolanos told a group interested in how his campaign was going that he was being subjected to some "Mud Slinging," but nothing serious, they've got nothing on me, nothing for me to worry about.

If this is true all he has to do is answer some questions he has been hiding from for 11 years. That's not Mud Slinging.

Isn’t Melville aware of what happened to Juan Lopez, another deputy who dared to question the annointment process San Mateo County uses to choose its sheriffs?

Catch a showing of Cop Land on Netflix with Sylvester Stallone. Bolanos reminds me of the character played by Harvey Keitel. Not a very warm and friendly guy. Someone who can definitely put you down on the ground, and in a hole in it.

This is a perfect example of what the residents and most of the Deputies in the San Mateo County Sheriff Office, have been putting up with for 11 years of misinformation.

This is from the article above: "In 2007, before Mr. Melville joined the department, Mr. Bolanos and Mr. Munks were detained by Las Vegas police in connection with an FBI sting operation involving illegal brothels. Police found Mr. Munks inside a brothel he said he thought was a legitimate business."

The Almanac refuses to publish the fact the Carlos Bolanos was INSIDE the single family residence with the Sheriff.

Their sister news media the Palo Alto Online and the Las Vegas Review both quoted 2 Las Vegas Metro Police Officers who were working the sting that night Spokesperson Bill Cassell and Lt. Karen Hughes who placed Carlos Bolanos INSIDE. The articles were published April 24,25, 2007. Also no mention of Human Trafficked Sex Slaves including child.
as Mark De Paula has shared the FBI data he personally received with all elected officials, many didn't want to hear it or see it.

11 years of misinformation to the San Mateo County residents, a simple Google search 10 minutes max.

Carlos Bolanos should have been FIRED by the end of April 2007. He was an at will employee.

We know Bolanos is a bad guy. We know he's enabled horrible things (his detainment in Operation Dollhouse, promotions of individuals with sexual harassment complaints, turning a blind eye, impacting community members by not filling vacancies so they are short public safety and operating at critically low levels, and the list goes on).

We've got to mobilize together collectively and effectively.

We're wasting time and effort getting stuck in the weeds of details about specifics of where Bolanos was and who and who is not publishing it. This stuff is important, but we ought to focus on getting Melville elected, which means talking to as many San Mateo voters as we can.

What we need to talk to them about is: registering to vote now, finding a universal concept or something that speaks to them directly that evokes passion and mobilizes them to vote, and giving facts (simple, not getting tangential or conspiracy driven) about why Bolanos is a bad person (enabling harassment, being detained in an illegal brothel with exploited women and minors, allowing pornography to be passed to senior officials on county emails and not holding them accountable, etc).

The number of people voting for Melville is the step we have the possibility of influencing by at least collectively getting people informed with simple facts and making it relevant to them personally.

The petition is a place to start. If you're involved in any clubs or have San Mateo connections reach out to them, even anonymously if you've got stories of Bolanos allegations. He only gets to he a bully as long as we let him. Melville is the key to change as is Stegnik who is running against Former Sheriff and current Board of Supervisors chair Horsley

It's definitely up to us to effectively mobilize.

Sent a request over to mercury news with the excuse they can't cover because their too busy, yet they've got multiple relevant stories about Santa Clara Sheriff issues and Board of Supervisors appointing unethical candidates. Posted a simple comment saying look at San Mateo County to them and it disappeared into the ether. Definitely feeling stallwarted.

There are huge things happening right now, but we gotta keep plugging forward person by person to get the votes. Melville has posted and shown he's passionate about working to end gun violence and providing active shooter education, which is highly relevant based on the horrendous shooting we saw today in our own backyard.

The report Mr. Depaula cites. "Domestic Minor Sex Trafficking- Las Vegas" was funded by a grant from the United States Department of Justice. Authored by Alexis Kennedy, Ph.D and Joey Pucci, M.A. Page 9.

The report cites Bolanos and Munks BY NAME. It says,"Similarly, in April 2007, there was minimal local coverage in Las Vegas when the San Mateo County Sheriff Greg Munks and his undersheriff were found at an illegal brothel during Operation Dollhouse and allowed to leave the scene without arrest. Media seemed to accept without question the response of Sheriff Munks when he stated that he thought the establishment, located in a private home in Clark County, was a "legitimate business." Additionally, most media in their coverage of Operation Dollhouse that MINORS were also found among the prostituted women in one of the illegally operating brothels."

I had no idea that in 2009, in response to heated criticism for their failure to deal with the Munks and Bolanos scandal the then members of the San Mateo Board of Supervisors appointed something called a "Citizens Review Panel" to look into the scandal. Only trouble is, they forgot to inform most of the 34 people they appointed for the review that they were on it.

incapable of conducting a fair investigation.

I knew that San Mateo District Attorney and former DA Jim Fox had defended Munks and Bolanos in their emails to them after Operation Dollhouse and that the Supervisors passed the buck. But I had no idea of the extent to which every single official whose job it was to do something about Munks and Bolanos passed the buck and said, "Not my job."

Asked why he sent such a supportive message when all the facts weren't out,
Fox said he knew his office wouldn't be prosecuting the case had any crime
occurred because Las Vegas is out of its jurisdiction.

Fox has the power to initiate a grand jury investigation into "willful or
corrupt misconduct in office," but said he doesn't believe the Vegas
incident qualifies.

Asked whether he condones the sheriff's conduct, Fox said: "I'm not in a
position to judge other people other than people who commit crimes in my

Well, what do you know: A year after he Munks/Bolanos Operation Dollhouse incident, as a result of media reports and complaints from citizens, Jerry Hill actually gave back money he had received from Munks for his campaign.

From "Official Accountability", May 10, 2008, Contra Costa Times by Michael Manekin:

"In the weeks since the San Mateo County Times revisited the sheriff's
brothel scandal, the issue has once again begun to foment debate in the
county. It has even affected the state Assembly campaign of Supervisor Jerry
Hill, who had received some $4,800 from Munks and his wife before pledging
to return the money after the articles ran in the Times."

I don't think it's because these people are not standing up. The papers print what they want to print. I believe the San Mateo County Journal is partially owned by Greg munks'in-laws. You will never see anything negative about the good ol' boy Network. This network runs extremely deep and dirty.

Lets get Melville in for sure! And, we should go look at that web link being posted to the article about Don Horsley vs Dan Stegink for the Board of Supervisors Seat. Voting out Don is important too...

After all, Don was the tie breaking vote that appointed Carlos Bolanos. He should have recused himself from the vote because he had a clear conflict of interest and violated the Brown Act by doing so. Bolanos hired Horsley's son as a correctional officer.

Early February 2nd sergeants union endorses Carlos "the bully" Bolanos. Within days the new requirements come out for testing leiutenans...the requirements dropped significantly. One year on as a sergeant and the education requirements lifted.DIRTY..Welcome to the Sheriff's department...welcome to the county..intimidation and dirty to the core..

In this era of #metoo and #times up, how is this discussion “ tone deaf?” The incident and the names of Bolanos were singled out by a report called “ Domestic Minor Sex Trafficking,” funded by a grant for US Dept of Justice. If it is silly, why have neither Bolanos or Munks refused to discuss what happened?

This has never been resolved. Think of the minor trafficked girls on the site of Operation Dollhouse. I don’t want a Sheriff in charge with a past like that.
Many people who didn’t know about Operation Dollhouse until now are horrified and disgusted

I recently had the opportunity to speak with some sheriff's department employees. Obviously the whole "operation dollhouse" came up. While on the subject, one of the individuals mentioned about a different incident that occurred between 2002 and 2004.

The individual told me this was when Supervisor Horsley was the sheriff. Greg Munks was the undersheriff at the time.

They told me that a detective with the San Mateo County Sheriff's Department was accused of raping a female. After coming to light with Sheriff Horsley and under sheriff Munks the detective was taken off of the assignment.

The incident was investigated by the San Mateo County detective bureau, it was determined that a sexual assault had occurred.

Nothing else was done with the case. Once again swept under the carpet. The "good ol' boy" network strikes again.

The suspect has since been promoted back to a detective.

This lack of respect for women at the sheriff's department has got to stop and only we the voters of San Mateo County can change it. We are getting no support from the other elected officials.

Please research who you are going to vote for. Google the candidates and get some of the truth for yourself.

I, for one, am going to do my part and vote for Mark Melville and Dan Stegink.

LETS CLEAN UP SAN MATEO COUNTY TOGETHER.

You are getting support from 1 Elected Official out of the 3 who represent the citizens/residents.

San Mateo County Harbor District Commissioner Sabrina Brennan Endorses Mark Melville for Sheriff 2018. She is the only elected official in all of San Mateo County so far.

Concerned Citizen 2: I am wondering if the rape incident you are referring to is the same one that San Mateo County Times reporter Bonnie Eslinger learned of. The incident she learned about occurred around 2001 or 2002. Ms. Eslinger- who now works for a legal news service- told me that in April 2011, she encountered the deputy in question in the rape incident, in the hall of the Redwood City courthouse. Eslinger said she asked the deputy about the alleged rape incident. She said the deputy said coldly, " I have no idea what you are talking about" and then turned on his heel and took off down the hall at a fast pace.

The deputy in question is still at the Sheriff's Office and sits on the DSA board. Has been on that board for many years.The most of anyone on the board.
