As I remember, this land is zoned for development. This is not wetlands. It is an insustrial salt pond. Building a levee around the property is really no difference than the "Facebook" apartments on Haven Ave. It too is at the edge of the bay. Sciesmic issues are regularly solved either by driving piles or floating foundations, just like Foster City. It faired well during Loma Prieta.
This land is ideal for adding desprite needed housing.
