Fraud plain and simple.
"Between October 2016 and April 2017, Peninsula Clean Energy threw a series of virtual switches, and grid-related emissions in the county were slashed dramatically"
Gee, a wonderful virtual switch that will turn all things wonderful. I had no idea that was the way power is generated and distributed in CA.

> I had no idea...
No argument here.
Thank you, Supes Pine and Groom. As we've learned over the last few years, Climate Change is going to change our world dramatically. All ideas are welcome; let's pick the winners and move forward to provide a beautiful earth for our offspring.

Thank you Matthew Vollrath for your reporting on the county's green energy program. I'm all for reducing greenhouse gas emissions. However after reading the article, I still don't understand what PCE does. Do they fund and actually build new green energy projects (if so, where does the money come from?)
Thanks for any clarification you can provide.

Where can I find great deals from state (rebates) on green cars?
