Palo Alto moves to expand access to 'residents-only' Foothills Park

Palo Alto's prolonged and polarizing debate over whether nonresidents should be allowed to visit Foothills Park moved toward a compromise on Monday, when the City Council agreed to expand access to the pristine and exclusive preserve.
