Will new laws stop thieves from taking your catalytic converter?

Perhaps insurance companies can be involved by providing a low cost VIN etching program. Even more cities can do what SJ and LA are doing. Attacking the after-market more vigorously is another solution. If the thieves can find those dealers, surely the police can find them. If the market dries up, the thieves have no reason to steal.
