Atherton: Planning Commission recommends town dump rezoning along El Camino for more expansive overlays

With about a week to go before a state deadline, Atherton's housing element is still in flux, with the Planning Commission proposing to ditch a controversial rezoning plan and replace it with an overlay zone instead.

The overly seems like the proposal that best balances the forces at work here. It preserves individual property rights while also opening up the door for redevelopment.
