Downtown Decorative Flags

On Santa Cruz Avenue, colorful and decorative flags seemed to have popped-up overnight. Where did they come from? Did the City provide them? I must admit they look very nice and add a certain amount of pizzazz to the area. More questions than answers, such as how long will they stay up? Eventually will they be replaced by other flags? Haven't seen anything in the Almanac about this. Does anybody know?
