Should Government websites be searchable?

In my struggle to make the Sequoia Healthcare District more user friendly, I suggested to CEO Lee Michelson that "Searchable pdf format would be smaller and more useful."
His response: "To whom"
I then responded:
Lee, read the handwriting on the wall. Be pro-active, not reactive.

I recently discovered a domain specific google search at: Web Link

This is a tremendous tool! Try it on: www.sequoiahealthcaredistrict.com

Look for "Hudak", Shoecraft, Hickey, etc.

I found this "Letter of Agreement for Public Relations Services": Web Link

Many documents, including meeting minutes and board packets, are frequently uploaded in non-searchable format.

uhhhh, you've been able to domain search thru the usual google search page for, well, seems like forever

without a download or app

Have they refined it to include OCR for bit-mapped images of documents?
