Woodside council votes to become a five-member body, but a ballot initiative might block it

Woodside Town Council will gradually move from a seven- to five-member body, but a resident, feeling the council has ignored public input, is considering launching a ballot initiative to keep it at seven council members.

Two council members were absent when this vote was taken, with a five member council and two absent, there's still a quorum! It's more than a little distressing when pondering the distinct possibility that a quorum of three council members would be able to cast decisive votes on matters affecting the entire town--whether it has to do with legal matters, spending money, approving resolutions, crafting amendments to the town ordinances, weighing in on PC/ASRB appeals, etc. Imagine a split vote among the three where two of the three present agree! Two people in the town are calling the shots! SERIOUSLY?
