Supporters of Parks and Open-space have sought dedicated funds for their pet projects. Sales taxes were tried and failed to get voter approval. What is generally not understood by the public, is that the Mid-Peninsula Regional Open Space District (MROSD) collects a portion of property taxes from residents of South County cities for maintenance and acquisition of open space for use by all comers.
Likewise, the Sequoia Healthcare District collects a portion of property taxes from residents of many of those same South County cities while providing benefits which significantly "spill-over" into non-taxed areas.
I have never advocated increasing property taxes, or any other taxes.
What I do advocate is providing voters with an opportunity to dedicate a fraction of their property taxes for specific purposes.
In the past, I have advocated the detachment of the (MROSD), suggesting that voters be given an opportunity to dedicate a fraction of their property taxes for specific use of San Mateo County Parks and Recreation. This would release a significant amount of revenue now flowing into Mid-Peninsula Open Space District.
I suggest that a similar course of action be taken to rid ourselves of the redundant Healthcare Districts, while allowing voters to decide whether a dedicated funding source for healthcare, from a fraction of the 1% ad-valorem property taxes, is in the public interest.
According to the Tax Collector Web Link, revenue collected from the primary, ad-valorem, property tax rate of 1% is distributed as follows:
1. School Districts 45%
2. Cities 17%
3. County General Fund 22%
4. Special Districts 9%
5. Redevelopment Agencies 7%
Additionally, school bond measures create ad-valorem property taxes which are added to the 1% tax rate. These bond measures require a 55% vote for approval.
Parcel taxes are a property tax collected based upon parcel specific information and are in addition to the 1% tax.
Note: ad-valorem taxes are based upon assessed property values.
